AD Sims Enterprises transforms underutilized church properties into thriving affordable housing communities — leveraging the AHRIL program to fulfill a mission of service, dignity, and lasting impact across Florida.
"We believe the Church holds the key to solving the affordable housing crisis — one parcel at a time."
AD Sims Enterprises was founded on the belief that faith-based institutions are uniquely positioned to address the most pressing community need of our time. By partnering with churches across Florida, we unlock the value of underutilized land to create permanent affordable housing.
Every project reflects our dual commitment: strong returns for our institutional partners while providing safe, dignified homes for families earning 30–80% of Area Median Income.

Every project begins with a mission — partnering with religious institutions to fulfill their community mandate through responsible land stewardship.
From site feasibility through LIHTC syndication and certificate of occupancy, we bring institutional-grade execution to every project in our pipeline.
We build for the long term — 30-year LURA commitments ensuring families who need affordable housing most continue to benefit for generations.
In 2025, Governor DeSantis signed Chapter 2025-172, Laws of Florida — creating the Affordable Housing for Religious Institutional Lands (AHRIL) program. This landmark legislation grants local jurisdictions authority to permit affordable housing on church-owned property, regardless of underlying zoning.
Florida has adopted AHRIL through formal resolution, establishing a streamlined administrative review process with generous density allowances — up to 50 units per acre for properties scoring above 60 on the Access & Opportunity Model.
AD Sims Enterprises is one of the first development firms in Florida specifically structured to deploy this program at scale — combining pastoral access with institutional finance expertise to deliver 4% LIHTC-financed projects through the AHRIL pathway.
Whether you represent a church interested in the AHRIL program, an investor looking to participate in faith-based affordable housing, or a partner seeking to collaborate — we would love to hear from you. We respond within one business day.
